The organization of the Arapahoe County Democratic Party begins at the precinct level. Each precinct, at biannual caucuses, elects up to two Precinct Committee People (PCP). PCPs are the Democratic Party's officers at the precinct level. Each PCP is member of the county party's Central Committee and and is also usually a member of official vacancy committees. Per county party rules, the duties of a PCP are: 1. Representatives of the Party. As duly elected officers of the Party, precinct committee people are the representatives of the Democratic Party within their precincts, and have the right and privilege of representing the Democrats in their precincts at meetings of the Central Committee. 2. Responsibilities. Rights and privileges carry equivalent responsibilities, namely, to: a. Attend all Central Committee Meetings, or designate a proxy. b. Recruit party workers within the precinct and supervise their activities, as directed by the captains and House District officers. c. Distribute and/or supervise the distribution of the literature of the party within the precinct. d. Conduct and/or cause to be conducted within the precinct such registration drives and fund drives as shall be required by rule or resolution of the State Central Committee, the County Central Committee or by the duly authorized representatives of said Committees. e. Notify registered Democrats in the precinct of the time and place of the caucus. Support all nominees of the Party. Financial contributions are not required. PCPs should also attend your monthly house district meetings. Any registered Democrat within a precinct is eligible to be elected a PCP at caucus. If a precinct does not have two PCPs following caucus, someone may be appointed to the post by the house district chair.
